INDECOM, MOCA seal partnership deal
The Independent Commission of Investigations (INDECOM) and the Major Organised Crime and Anti-Corruption Agency (MOCA) have formalised a new partnership aimed at strengthening Jamaica's investigative framework through structured cooperation, technical collaboration, and enhanced professional development.
The agreement was sealed with the signing of a Memorandum of Understanding (MOU), which both agencies say will improve coordination in complex investigations while preserving their institutional independence.
Hugh Faulkner, INDECOM commissioner, emphasised that modern investigative work demands closer but carefully structured collaboration between agencies with complementary expertise.
"MOCA's depth of experience in financial investigations, cyber analysis, and intelligence-led operations complements INDECOM's mandate to conduct independent, objective and impartial investigations into actions by members of the security forces," he said.
Faulkner said the partnership enhances the quality, efficiency, and integrity of our respective outputs. He said the agreement does not compromise INDECOM's autonomy, noting that independence remains central to its operations.
Director General of MOCA, Colonel Desmond Edwards, welcomed the agreement, describing it as a significant step forward in Jamaica's broader fight against organised crime and corruption.
"By combining expertise and fostering closer cooperation, MOCA and INDECOM are better positioned to serve the public interest and uphold the rule of law," he said.
Colonel Edwards said the agreement establishes a disciplined mechanism through which INDECOM and MOCA can engage where appropriate, share expertise, and coordinate support while maintaining accountability and operational focus.
He also reinforced that institutional independence remains untouched by the agreement, echoing INDECOM's position on the matter.
